 If I was to take a guess at why this is, I'd blame the mask wearing mandated through medical martial law by the governing toady class.

Filthy. moistened with virus saturated saliva, being  inhaled and exhaled through with more exertion then would or should be necessary for unmasked normal breathing.  And then the mask wearer, who insists on touching the mask. Pulling it down to talk and breath and then touching everything including their own eyes with their contaminated hands. More filthy mask about. More viral spread. That's what makes the most sense to me. 
An aside, from what I witness in my neck of the woods mask compliance is nearly 100 percent.
And all those filthy masks being dragged 'round like dirty dishrags would be the common denominator in Spain and Germany. Coming soon to Canada, as we were a bit behind on the mask psychosis.
